Scheduled faecal sludge services (Indonesia)
Gresik Regency has Sludge Treatment Plant (STP) Betoyoguci located in Betoyoguci Manyars Village. IPLT Betoyoguci was built in 2014 with a capacity of 45 m3/d. IPLT Betoyoguci has implemented the Scheduled Faecal Sludge Service (SFSS) program in 2019. The low willingness and ability of the community to desludging septic tanks results in heavy underload of only 5 m3/day. This has an impact on the cost of income from the retribution for desludging feces. The operational and maintenance costs for the FSTP are an average of 522 million per year. Meanwhile, the the financial result in 2021 was only 115 million. The SFSS that has been implemented has not been able to encourage the improvement of IPLT Betoyoguci load. The results of the analysis show that the specific sludge production of is 0.22 L/cap.d. The low production of sewage sludge is caused by the long interval between emptying septic tanks, also because the construction of the septic tank is not impermeable. Capacity of FSTP was only increased to 10 m3/d covering only 7% of septic tanks in the FSTP service area. Based on the aspect of community participation, 48% of respondents are willing to carry out regular draining. However, as many as 58% of respondents are not willing to pay the levy for desludging the septic tank. While the results of the financial analysis show that if there is no additional number of customers, then the plant is not feasible to operate sustainably. To obtain financial feasibility, FSTP must receive sludge from 500 new customers every year.
