Improvement strategy for scheduled faecal sludge service (LLTT) in Griyomulyo Jabon Sidoarjo IPLT (Indonesia)

Scheduled Faecal Sludge Service (LLTT) by UPTD PALD Sidoarjo have implemented since 2019 supported with socialisation on some districts in Sidoarjo. However the amount of septage tank empty needs and faecal sludge treatment in IPLT Griyomulyo still cannot reach optimum condition. Citizens on the surrounding areas of IPLT are known that not much doing septage tank empties. This study aims to find out the potential of Scheduled Faecal Sludge Service program on several districts in Sidoarjo and to decide the improvement strategy based on social, technical, and financial aspect using SWOT method. The information was carried out by distributing questionnaires and interviewing to respondents in the selected areas. Based on preliminary results Sidoarjo and
Buduran Sub-district have the potential to implement the LLTT program. Determination of service targets area is known through the result of this studies based on the condition of septic tanks, the level of participation on the LLTT program, the level of income that affects the ability to pay retribution fees, and the potential of triggering activities based on their level of education. The capacity of treatment unit at Griyomulyo IPLT is still able to accommodate sludge for the LLTT program. In addition, the condition of the desludging and transportation sub-aspect, including the number of transportation units and truck driver crews, is still able to cover the needs for the LLTT program. The strategy for the implementation of the LLTT program was analyzed based on the study of potentials and obstacles that had been carried out previously using the SWOT method. The results of this analysis indicate that the condition of the LLTT program is in quadrant 2. The strategy needed for this condition is a diversification strategy by maintaining the quality of existing services and increasing public awareness regarding the need for draining septic tanks through triggering activities
