Policy analysis for domestic wastewater management (Indonesia)

One of residential slum areas in Bandung City named Maleer district has been categorized as one of priority sanitation area, in particular on wastewater management issues. Previous research has proven that the effluent quality from a communal wastewater treatment plant in the study area did not meet the quality standard for BOD, COD, TSS and Total Colifrom. This caused a high sanitation risk in that area. In order to improve wastewater management in the slum area, technical and non-technical aspects are taken into account. This study aims to know factors in wastewater management policy that effects the sustainability of wastewater management system and to propose a policy model in the slum area. A convenience sampling method was applied for collecting data from 99 respondents and 7 institutional respondents using a self-administered questionnaire. To test the proposed model, a partial least square structural equation modelling (PLS-SEM) was used. Sanitation risk index value in a slum area of maleer district was 283. Some factors effected to sustainability wastewater management system arranged by value correlation were active society participation, self-financing factor, management participation to monitor wastewater management activities, good understanding of technical aspect in wastewater treatment with correlation values were (0,325) for technical aspects, (0,283) for community participation, (0,272) for management institution, and (0,174) for financial aspect, respectively. Existing policy model only accommodated technical factor and financial factor, while community participation and management institution did not include in existing policy. In developing a new model of wastewater management in slum areas to achieve sustainability, it needs to be added factors in form of active community participation by willing to manage operational system, be a part of organization, willingness to pay the dues and the presence of a management institution to oversee community wastewater management activities by providing the management institution to socialize the wastewater management regulation, schedule routine activities to manage wastewater system should be added to new policy.
