Institutional capacity needs of CWIS (Côte d’Ivoire and Ghana)

The evolution of the sanitation sector has given rise to innovative approaches, such as the citywide inclusive sanitation (CWIS), which aims at contributing efforts towards achieving SDG 6 by 2030. Therefore, as sanitation institutions interact and attempt to implement the CWIS approach, it is advisable that their context specific capacity needs are assessed to determine the gap between existing and needed capacity for successful implementation. The aim of this research was to further accentuate the importance of identifying and addressing surveys and observation were used to collect primary data. In both study areas, the results revealed a federal government arrangement, where the state or central government delegate operations to ministries and further to implementers. The description of the sanitation institutions revealed fragmentation in their roles of sanitation service delivery coupled with poor communication and collaboration among institutions. Also, the results showed that both study areas do not have full understanding of what the CWIS approach is about. The respondents perceptions of the CWIS approach and capacity development methods were used to recommend the creation of capacity development programs specific to the study areas, and using the methods that were selected as effective.
