Improvement of the sanitation value chain (Burkina Faso)

Thesis summary

The objective of this study is to contribute to the technical, economic and financial improvement of the intermediate link of the sanitation value chain in the city of Ouagadougou. To do this, 725 households, 213 mechanical emptiers and 83 business leaders were surveyed to determine the current state of mechanical emptying. Diagnoses at the technical, management and organizational level of the intermediate link have been carried out. It appears that the variation in the prices of the emptying service is due to fuel consumption (distance and condition of the truck), the amortization of the emptying equipment, the payroll and the stripping tax. The health, hygiene and working conditions of the emptiers are difficult. Indeed, 52% of emptiers are not vaccinated, 23% have accidents at work, 71% are not insured or registered with the national social security fund, 83% do not benefit from training in this area, 49% desludgers do not have personal protective equipment (gloves, masks, helmets, boots, etc.) for the desludging activity, 76% of companies are in the informal sector. To this end, proposals for technical, organizational and economic improvement have been proposed. In Ouagadougou, the emptying price is fixed at 6,667 FCFA / m3. Based on an economic and financial analysis, the ideal cost of emptying was estimated at 5,000 FCFA/m3. This tariff according to the analyzes remains affordable for households while considering the sustainability of the emptying activity. A provisional financial study over 3 years has been drawn up to ensure the profitability of the activity.
