Financial scenario analysis to improve water and wastewater services in Bandung (Indonesia)

Bandung City is one of the cities in Indonesia where the water and wastewater services are managed by a regional owned company (BUMD), namely PDAM Tirtawening. In the social function, it is intended to provide services for the whole community to improve welfare, while in the economic function, it is related to the indication of managing the company independently and contributing profits to increase regional income. PDAM Tirtawening has two functions, there are social and economic functions. A study to fulfill these two functions by a financing scenario that can meet the needs of expenditure costs and give income for the regions, but in other hand it must be in accordance with the willingness and ability to pay of the society.
