Feasibility of a simple pit latrine construction in Surabaya (Indonesia)

Open defecation free (ODF) is an unhealthy behavior that is often encountered in everyday life. The high number of open defecation problems shows a lack of public understanding of healthy living and low achievement of access to healthy latrines, while realizing STBM requires pillars that help reach ODF cities through the vision of a behavior change ladder or sanitation ladder. Efforts to achieve the City of Surabaya Free from Open Defecation are stipulated by the Surabaya Mayor Regulation (Perwali) Number 115 of 2022 concerning Implementation of Latrine Construction in the City of Surabaya. In 2021 as many as 48.7% of urban villages have ODF status and in 2022 this will increase to 83.12%. Furthermore, in 2023 it is planned to build latrines at 11,000 points spread across 26 urban villages in Surabaya City. The purpose of this study was to examine the feasibility of healthy latrine technology that had been built from the open defecation-free program in Simokerto and Kenjeran Districts based on technical aspects, community participation and finance as considerations in planning and development activities in the future.
Surveys and questionnaires were carried out to obtain the real condition of the community and healthy latrines and to find out the community’s perception of the local sanitation processing system. A technical feasibility study was also carried out by analyzing healthy latrine facilities based on healthy latrine technical criteria. In the septic tank technology test, there was a leak in tank 1 to a final water level of 3 cm, while an increase in water in tank 2 to a final water height of 67 cm on the 4th day of the test. These problems can occur because casting factors are influenced by weather and the environment. On the internal factors of the community, the willingness of the community to participate in counselling shows that there is an interest from the community to study issues regarding environmental sanitation. However, there are problems with limited land and limited funding sources for routine desludging activities. A funding strategy that can be recommended is a latrine installment/arisan program by sanitation entrepreneurs for people who are interested in having individual healthy latrines and draining costs which shouldn’t be an obstacle because the draining period is 3 years and with a maximum sludge volume of 0.72 m3 /3 year.
