Evolution of sanitation policies (Mali)

Thesis summary

Sanitation policies of Mali, Burkina FASO, Senegal and Togo were the subject of this study. The assessment of the policies was made on the basis of a standard grid of the guidelines for sanitation policies of the African Council of Ministers on Water (AMCOW). The results showed that all policy documents are developed with the vision of the SDGs and had a different framework than that recommended by AMCOW, however 75% of policies were combined and approved compared to 25% independent and in the process of approval. The analysis of the different indicators gave a compliance rate of 77% for Mali, Burkina FASO, and Togo, compared to 63% for Senegal. Extrapolation of these results across all West African Economic and Monetary Union WAEMU countries made it possible to estimate a compliance rate around 70%. At the end of the evaluation, inadequacies are translated into recommendations which include, among others, the rereading of policies to better take into account the structuring proposed by AMCOW. The development of strategies which take into account the specifications of each environment, diversity financing mechanisms to enable all targets to be achieved, and the adoption of autonomous policies.
