Evaluation of waste reduction potential at the Tenggilis 3R waste collection point (Indonesia)
The population in Surabaya City reached 2.88 million people with an average waste generation rate of 0.729 kg/person/day in 2022. The waste management process involves Waste Collection Points (TPS), 3R (Reduce, Reuse, Recycle) centers, and composting facilities before the residual waste is sent to the Benowo Landfill. The escalating waste generation rate poses a threat to the lifespan of the Benowo Landfill, which is estimated to be insufficient in the next 10 years. Efforts to reduce waste entering the landfill to 1,000 tons per day have been implemented through the Surabaya City Environmental Agency’s planning. To achieve this goal, an evaluation and optimization of waste management in Surabaya, especially at the 3R centres, are necessary. Research focuses on evaluating waste management at two locations: Super Depo Sutorejo and Tenggilis 3R Centre. The study concentrate on waste reduction evaluations at the 3R centres, policy strategies in waste management, and the financial feasibility of the 3R centres. Super Depo Sutorejo implements sorting and Biomass Solid Fuel (BSF) production, while Tenggilis 3R Canter employs sorting and composting concepts. This research analyses the waste generation and composition entering Super Depo Sutorejo and Tenggilis 3R Canter. Mass balance calculations are performed based on this data, and further research is conducted to project the next 10 years with waste management scenarios at the 3R centres. Additionally, this study aims to formulate policy strategies for the optimal operation of the 3R centres, using the SWOT analysis method. Financial aspects of this research utilize Net Present Value (NPV), Internal Rate of Return (IRR), and Benefit-Cost Ratio (BCR) analyses. The results of this research indicate that the waste reduction potential in Tenggilis 3R TPS can reach 60.62%, and in Super Depo Sutorejo can reach 60.74%. The NPV value in Tenggilis 3R TPS based on the selected scenario is Rp 33,145,243,717 with a BCR value of 3.001. Super Depo Sutorejo based on the selected scenario has an NPV of Rp 5,047,553,682 with a BCR of 1.262. SWOT analysis results show that both Tenggilis 3R TPS and Super Depo Sutorejo are positioned in quadrant 1 on the SWOT quadrant, where the focus of strategy development is on expansion strategies.
