Endogenous sanitation financing (Burkina Faso)
Burkina Faso, aims for inclusive access to sanitation in 2030. To achieve this objective, which is part of the SDGs, mechanisms have been put in place. The final objective being the promotion of self-realization by bringing the various households to take charge, and this in a systematic way, of the acquisition of their own sanitation works. This study was initiated to analyse the approaches and methods implemented by the actors in order to achieve this goal. To review the endogenous financing mobilization practices of each group of actors, a survey was conducted among institutional actors and civil society on the one hand and citizens on the other. This made it possible to analyse them, as well as the issues and challenges. It appears to this effect that they are carried out in a context of multiple challenges linked to the health and security crises that the country is going through and which are increasing the number of needy people. These challenges are also combined with social practices, welfare habits and ignorance of the issues of lack of sanitation that hinder the dynamics of the company. Given the current rate of financing for family sanitation carried by development partners with just over 73% of the population still practicing open defecation at the end of 2021, universal access will only be achieved in 2053. Incentive options for endogenous financing for inclusive access to sanitation are examined with the aim of mobilizing 348 billion FCFA of financing, sufficient to equip all households with latrines from 2022-2030. In consideration of the results of resource mobilization for forecasts for 2016-2020 which is 28.6%; innovative financing is an alternative analysed to raise more endogenous financing for household sanitation
