Development of an evaluation framework for City Wide Inclusive Sanitation (Uganda)
City Wide Inclusive Sanitation (CWIS) is a new approach focusing on urban areas to ensure the provision of safe sanitation services for all including the urban poor and other marginalised groups through contextualised solution and technologies. This research aims to develop a framework to be used in the evaluation process of CWIS projects. The development process will start by exploring the existing criteria and frameworks used by different stakeholders in CWIS evaluation followed be data collection through interviewing stakeholders and professional implementing CWIS projects in different developing countries in Africa and Asia. The collected data was analysed and used in the development of the framework which was tested in Kampala and improved after one-hour workshop held by gathering the interviewed experts to have their comments about the framework. The final evaluation framework developed covers 24 main criteria which consist of 126 indicators. In these 24 criteria, 14 cover the service outcomes and 10 cover the system functions. It is concluded that the primary criteria to evaluate CWIS are: the service accessibility, affordability, safety, as well as the technical, financial and institutional sustainability. This beside the clarity of the roles played by the stakeholders, targets and the financial framework and finally, the integration of the followed strategies.
