Business model for desludging service with an institutional approach (Indonesia)
In 2021, sanitation achievements in Indonesia are still below the target with a percentage of proper sanitation services of 80.29%. Local governments generally form a regional apparatus or institution as a service provider (operator) in the form of UPTD, BLUD, and BUMD. However, the level of service in each region still varies. This study aims to identify performance indicators in each institution, identify regional potential in each institution, and analyse the business model of each institution. The institution in this study in the form of UPTD is Bandung Regency, BLUD is Bekasi City, BUMD is Surakarta City and DKI Jakarta. SPALD management performance indicator scores were obtained through structured interviews with operators of each institution based on the Technical Manual issued by the Ministry of PUPR in 2018. Regional potential was obtained using an in-depth interview method, then analysed using ATLAS.TI version 9.0 so that it could be grouped between indicators. The value of performance indicators at the Bandung Regency UPTD institution was obtained at 2.62, included in the “Needs Attention” category with attention to service aspects. Bekasi City BLUD institution of 5.54 is included in the “Good Enough” category with operational aspects that need to be maintained. Surakarta City PDAM BUMD Institution of 4.64 is included in the “Good Enough” category with service aspects that need to be maintained. DKI Jakarta BUMD Perumda Institution of 6.98 is included in the “Good” category with operational aspects that need to be maintained. The development of the desludging service business model needs to consider the shape of the institution and the potential of the region so that each institution can run the desludging service sustainably.
